The Community Research Foundation's Downtown IMPACT program, based at Gateway Medical Center, provides intensive mobile behavioral health and supportive housing for adults ages 18 to 59 who have serious mental illness and are experiencing homelessness or are at risk of becoming homeless. Using the evidence-based Assertive Community Treatment (ACT) approach, the program includes psychiatric services, medication management, treatment for substance use, nursing, psychosocial rehabilitation, housing support, assistance with benefits, and help with everyday living needs.
Downtown IMPACT delivers more than 75% of its services in the community, which helps participants receive care where they live and get timely support. A key feature is that every client receives housing within the first week of enrollment, meeting an urgent need right away. The program is funded by the County of San Diego’s Behavioral Health Services and serves people who are Medi-Cal beneficiaries, those eligible for Medi-Cal, Medicare recipients, and individuals without insurance, so access to services is not limited by ability to pay.
