About Harris Ctr for Mental Health and IDD
As a part of the Harris Center, the Respite, Rehabilitation, and Re-Entry Center assists people with serious mental health needs, particularly those connected to the justice system and individuals experiencing homelessness. The center delivers forensic mental health services and related support to help participants move from jail or other legal settings into stable, long-term recovery, while also lowering the likelihood of returning to incarceration.
This residential program provides round-the-clock support. Residents receive therapy, case management, life-skills training, and access to both medical and psychiatric care, along with an on-site pharmacy to make prescribed medications easier to obtain. The structured setting is designed to support successful reintegration into the community.
Within the center, the Substance Use Disorder (SUD) Recovery Services Program operates as an eight-bed residential detox unit for adults who are homeless and dealing with substance use. The voluntary program allows eligible individuals a stay of about five to seven days, as long as they meet Texas HHSC criteria and have used substances within the past 72 hours.
Program components include confidential screenings, withdrawal management, counseling, group therapy, case management, and referrals to continued treatment. The facility is not locked, so individuals may leave at any time. Referrals are made through OSAR screenings, local hospitals, community partners, and staff from the Harris Center.
A key distinguishing feature of the Respite, Rehabilitation, and Re-Entry Center is its coordinated model for mental health care, substance use recovery, and re-entry support. Rather than repeatedly returning to jails or hospitals, participants receive comprehensive, compassionate care in a structured environment that helps them rebuild their lives and transition into the community.
